描述
As discussed in [PR #3893](https://github.com/airqo-platform/AirQo-api/pull/3893) at [this comment](https://github.com/airqo-platform/AirQo-api/pull/3893#discussion_r1855639949), the BatchProcessor implementation needs safeguards:
1. Timeout mechanism for pending promises
2. Queue size limits
3. Cleanup of stale promises
