[Roadmap] Airbyte API Enhancements

We'll be focusing on improvements to the Airbyte API to ensure users can utilize the Airbyte API to use and maintain Airbyte.

## New endpoints

- Add a new Definition ID endpoint so that version information per definition can be retrieved

## New fields on existing endpoints
- Add definition IDs and versions in source/destination resources for GET/LIST endpoints
- Use Actor Definitions everywhere
- Support a `check_connection` option for sources and destinations to check the validity of configuration.
- Add `created_at` timestamps for source/destination/connection resources for GET/LIST endpoints
- Consistently return timestamp formats across all endpoints

## New features on existing endpoints
- Enable `Refresh` as a new type of sync job
- Allow Actor Update endpoints to update the definition version

## Docs updates
- Update Docs to include the addition of column selection, which already is supported, but not documented.
- Update Docs to clarify how to use [v1/streams](https://reference.airbyte.com/reference/getstreamproperties) to review schema information
