描述
Refactor the EnvExplorer agent code creating a package for behaviors and utils (all functions defined inside other functions should become utils in their own right).
- Existing code stubs **must** either be filled with code already in the agent module or deleted as irrelevant
- Any ad-hoc configurations **must** be moved in the corresponding file from the `ami_agents/config`
