Check if we need to run a plugin against the properties

We currently check against the namespace. However, all registered plugins will exist in the namespace regardless of selection. We handle this indirectly in `get_builder_from_protocol` by popping any unselected plugin. Maybe just check against the selected properties instead?

Start at get_builder_from_protocol and trace the current namespace check alongside how selected properties are represented. Compare that behavior with the plugin-pop behavior described in the issue; done means plugin handling is consistent for selected and unselected plugins.
