## Desired Behavior / Functionality
Typically operations of a spacecraft consume power even when no specific activity is performed. Hence, we ought to add a base power consumption.
## What Needs to Be Done
- Add base_power_consumption in power model in ActorBuilder
- Update readme on the topic
## How Can It Be Tested
- Add minimal test to power tests
