Check activity constraint before starting activity

Currently activities can start if their constraint is not satisfied or not valid at start. Should change.

## What Needs to Be Done
Test constraint function in activity_processor before starting.

## How Can It Be Tested
Add a test to make sure activity doesn't get executed if constraint not satisfied.
