Description
this workflow will:
- create an issue for the file translation
- create a branch for the issue
- send file to ChatGPT asking for a translation
- apprend the response to a new file with the same name but preceded with LANGUAGE_title (ex. FR_adr...)
- add the new file and create a new PR assigning the original commit user as reviewer
