Feature request: Schema caching and stale fallback for tool listing

## Is your feature request related to a problem?

Right now, our system relies on reading live API instructions (schemas) every single time. I'm always frustrated when a temporary network hiccup or a slow external API causes our whole tool listing process to fail. If an external service goes down for just a minute, it breaks our system because we can't load the instructions.

## Describe the solution you'd like

I'd like the system to save a backup copy of the API instructions. If the live API fails to respond or takes too long, we should just fall back to the last working backup instead of throwing an error. It would also be great if the system stops trying to connect for a little while if it notices the external API is completely broken, rather than spamming it with requests.

## Additional context

This will make the application much more stable and reliable for users, especially when dealing with external services that have occasional downtime or slow connection speeds.
