calibration RSSI for *paired* BLE device keeps resetting to 0

## Describe the bug

i was having issues with ibeacon and private BLE for my phone and watch, and i found it seems to work much more consistently if i properly pair the device to the server, which i can do. so my phone and watch are set up as normal non anonymous bluetooth devices

but my phone's broadcast power is way lower than some other devices (my Moto tags), and it literally wont let me adjust the "1m calibration" setting for some reason, it immediately resets to 0. i can adjust it for my moto tags (normal private BLE devices)
