add `Exception400` / `catch400s` etc decorators

These might be a bit more niche, but were used in [Yorango](https://github.com/Yorango)'s codebase in order to be able to `throw`/`raise` exceptions within any depth of the call-stack and be assured that it would cause the API request to return the correct response (and not require the calling code to do so).
