Retrieve tickets by content, rather ticket number

When POET cannot understand the question, try to retrieve the JIRA board to see which tickets are relevant to the question.
To avoid querying all tickets per query, it might be helpful to sync DB with the tickets on the JIRA board.
Then probably use TF-IDF or other IR technique to match the intent.
