[Chapter 18] Unstable single episode stays up -- intentional?

For executable cells 21-23, where a single episode is rendered, it seems that the cartpole is wobbly but stable. Perhaps I'm misreading what is going on, but even though the cart oscillates, the pole stays up. Is it actually supposed to fall over, or am I just to see that this policy has a fairly large wiggle?
