[Feature] AGUI交互中支持fronted tools机制

## Problem Description
Agentscope runtime支持AGUI的交互，但是不支持AGUI的fronted tools机制

## Proposed Solution
将agui request中的actions转成 “特别”的llm tools，llm返回tool_call, agent“执行”这些tools时，传给agui前端
