[Feature] make docker build index url as input not hard coded

## Problem Description
current docker build has an hard coded index url, https://mirrors.tuna.tsinghua.edu.cn/pypi/web/simple, which might be unavailable in some environment, such as aliyun ecs, azure,aws.

so, we should make it an option.

## Proposed Solution
1. remove index url from docker image template
2. pass in by user config.
