Description
好像目前的skill加载方式，只有ReActAgent并且skill加载方式为FileSystemSkillRepository，skill才可以热加载。其他两个ClasspathSkillRepository和MysqlSkillRepository都无法热加载，并且HarnessAgent下的FileSystemSkillRepository也不能热加载
