[Feature]: 不管是什么审批模式，未对会话开始前的已有文件做的任何操作都不该需要审批

## Summary

现在的自动审批删除执行中的过程产物居然也要审批，这是不合理的。对一个任务执行中的中间产物、临时产物的任何操作，不管用哪种审批模式，触发审批都要谨慎考虑必要性。只要没对会话开始前的已有文件做任何操作，我的理解在任务模式下可能都不该触发审批。不知道是否有在前述前提下还要审批的极端场景。

## Problem / Motivation

如果夜里让agent干活儿，自己做甩手掌柜，现在的“关闭模式”以外的审批模式都是一场灾难，你不可能整夜盯着弹出的审批，你希望它一夜干完的活儿早上看到的可能是个待审批弹窗。默认的自动模式也有大量毫无意义的审批。

## Proposed Solution

只要没对会话开始前的已有文件做任何操作，我的理解在任务模式下可能都不该触发审批。不知道是否有在前述前提下还要审批的极端场景。
