[Feature Request] WeChat approval prompts should support Chinese approve/deny actions

## Summary

Following the fix for #6695 (WeChat can now receive approval notifications and process actions), the approval interaction in the WeChat channel still appears to use English action labels (e.g. "Approve" / "Deny"). For Chinese-speaking users, it would be much clearer if the approval prompt supported Chinese actions ("允许" / "拒绝") as well.

## Suggestion

- Allow the WeChat approval notification/card to use Chinese action labels (e.g. "允许" / "拒绝"), or
- Make the action labels follow the channel/user language setting, or
- Accept both English and Chinese keywords in chat-based approval replies (e.g. replying "允许" works the same as "Approve").

- The user's primary language is Chinese; English-only action labels in the approval flow are a UX barrier, especially for operators who interact exclusively through WeChat.

Check whether the project already has channel or user language settings before choosing between localized labels or accepting Chinese reply keywords. Done means WeChat approval can use or recognize “允许” and “拒绝” with tests or a clear manual verification path.
