[Feature]: 建议优化工作区临时文件

强烈建议优化一下因模型工作产生的临时文件或需要发送给用户的文件的存储位置，存放在工作区根目录对文件管理造成不便影响，
通过系统提示词的方式指定位置失忆情况较多且有一个根本性问题，send _file_to_user 工具需要文件在工作区根目录，这直接导致文件发送错误问题

Start by tracing the workspace temporary-file handling and the send_file_to_user tool, especially its requirement that files remain in the workspace root. Review how system prompts currently specify file locations. Done should mean temporary and user-bound files have a clear managed location without causing send_file_to_user failures.
