描述
We are adding a feature where Actors can have their identity credentials mounted into their sandbox. This means that Actor identity will be exposed to an untrusted entity and should not be used for authn for infrastructure entities.
For things that act on behalf of Actors such as `atunnel`, we should have a separate identity for that purpose.
