Description
There are many new issues about new telemetry data. We should keep https://github.com/agent-substrate/substrate/tree/main/tools/setup-gcp/dashboards updated to include all metrics, propose SLO definition for system admin to monitor the health of system, and provide a list of recommended basic alerts.
This tracker focus on M2 only.
