説明
We shipped atespaces as an actor identity boundary (https://github.com/agent-substrate/substrate/issues/21), but deleting Atespace today is synchronous and refuses non-empty atespaces.
We need a cascade deletion that may give atespace gets a Terminating status and asynchronously delete all resources scoped to an atespace.
