Decisions to be made:
- [ ] Should PEP do SNI cert minting by default? Should we allow Substrate admin to opt-out SNI cert minting at cluster-level, listener-level, actor-level or SNI-level?
- [ ] Is the existing actor-level egress policy the right place to support opting-out SNI cert minting?
