Discovered when working on https://github.com/agent-substrate/substrate/pull/1290/changes that today we rely on the "ate-golden" atepsace to decide taking a full snapshot https://github.com/agent-substrate/substrate/blob/cb7c8385ef2bb489c3d5f7bfa71820fd33935d91/cmd/ateapi/internal/controlapi/workflow_suspend.go#L170-L173 I think it's more explicit to have this in the `SuspendActorRequest` instead, maybe SuspendActorRequest -> SuspendOptions -> SnapshotContentScope ?
