The ingress Envoy config uses xDS ([code](https://github.com/agent-substrate/substrate/blob/c1339e5f020190e4d124007279b18bf4ffc5af5b/manifests/ate-install/atenet-router.yaml#L79-L137)) and https://github.com/agent-substrate/substrate/blob/main/cmd/atenet/internal/router/xds.go is used to generate the xDS config.
We should investigate whether we need to use xDS for egress Envoy config, which currently is a static [ConfigMap](https://github.com/agent-substrate/substrate/blob/c1339e5f020190e4d124007279b18bf4ffc5af5b/manifests/ate-install/atenet-egress.yaml#L31-L182).
