Color to Distinguish Local-Only Comms

It would be helpful to have the name of Local and local-only communities set to different colors to distinguish them.

It could also be helpful to add theming such as a tinted background color to local only posts.

This make it easier for new users who aren't familiar with federation to distinguish local posts, since it affects both the privacy and visibility of what they are posting.
