Unable to set the scroll bar to always be visible

Currently the css property of overflow is auto, however as I am using this in a table, it is necessary to always display the scrollbar (for aligning header and table body).
Would it be possible to have some way of changing/accessing the css property of scroll div? Aside from the scrollbar it would be useful to have access other css properties as well.
