Prompt hangs on windows 10 v2.1.6

Running `ember-cli-windows` v2.1.6 on my machine will not let me clear the prompt & won't accepted `-h` value to proceed without it.

in powershell I am not able to type in any input and in cmd I can type a value but once I hit enter the prompt hangs.

I noticed in my local `node_modules` folder it does not have `prompt` listed as a dependency in package.json but it is on this repo.

calling it directly via `node node_modules\ember-cli-windows\bin\ember-cli-windows`
so the issue is spawning it via `ember-cli-windows-addon`
