aio runtime activation logs --tail shows last log before running the command

**Describe the bug**
Same as in https://github.com/adobe/aio-cli-plugin-app/issues/385

The command should only show logs for new invocations that occur AFTER the command is run

Start by tracing the aio runtime activation command and its --tail log handling, then compare the expected behavior with adobe/aio-cli-plugin-app#385. Done means --tail shows only logs from invocations that occur after the command starts, without displaying the previous log.
