G1 Keyboard can't sent uppercase or special characters

What steps will reproduce the problem?
1. Trying to send any text using either a shift key or the alt key results
in either the wrong key being sent or nothing at all.
2. It seems that pressing either shift key and a letter results in a
ctrl+letter being sent instead of a uppercase character.
3. Pressing the alt key and the special character key results in nothing
being sent.

What is the expected output? What do you see instead?
The expected output is to see an uppercase character or a special character
such as |,*,_,%, etcetera.

What version of the product are you using? On what operating system?
20100129

Please provide any additional information below.
Since none of the special keys, any of these characters that need to be
sent, has to be through the "Send Text" Menu option.

Start by tracing the Android G1 keyboard-input path and reproduce the issue with Shift and Alt combinations. Compare the received key events with the expected uppercase and special-character output, then verify that these characters can be sent without using the Send Text menu.
