New open source project added to the list

Hi everyone,

I’ve recently published an open-source package on PyPI called [Acturate](https://pypi.org/project/acturate/), a python actuarial rating engine designed to help with pricing workflows.

I’m not sure yet how useful it might be for others, but I’d like to share it here in case it could be relevant for this community. My thought is that it could fit into the list of actuarial open-source projects if you find it appropriate.

I’d be happy to get feedback, suggestions, or hear about potential use cases where this might be helpful.
