[Bug]: Page refreshes on Crossover Report reset report to blank slate

### What happened?

Expected behavior: Page refresh should retain the current Crossover report, but reload the values
Actual behavior: Page refresh wipes the current Crossover report, and instead loads a blank report (same as if you were to create a new Crossover report)

Other reports seems to keep the report ID in the URL params and handle refreshes gracefully, but Crossover Reports do not.

### How can we reproduce the issue?

1. make a crossover reports
2. save it
3. open the saved report
4. refresh the page
5. observe that it is not the same report that you navigated to, but a new one that is yet to be created

Reproduce the issue by creating/saving a Crossover report, opening it, then refreshing the page. Start in the frontend route/component handling Crossover reports and trace how it reads and uses the report ID from the URL versus other report pages that retain IDs correctly. Then inspect the state initialization/reset flow for Crossover reports to see why refresh triggers a fresh report. Done when refresh keeps the same report ID and displays the same saved report instead of a blank/new one.
