[Bug]: Linking one account to simpleFIN causes all accounts to sync

### What happened?

Linking a new or existing account to SimpleFIN requests new transactions for the new account. This is expected. The problem is that it also sends requests for updates to ALL existing linked accounts.

### How can we reproduce the issue?

Have at least one account already linked to SimpleFIN. Link / add another account. Watch the console and see the new account and all existing ones getting updated. It appears to make a separate call for each account.

### What browsers are you seeing the problem on?

Microsoft Edge, Desktop App (Electron), Chrome

### Operating System

Windows 11

The issue does not identify files, tests, or an entry point. Start by tracing the account-linking flow and the SimpleFIN sync requests while reproducing the behavior with one existing and one newly linked account. Done means linking an account requests transactions for the new account without issuing update calls for every existing linked account.
