Make central minimum track momentum threshold

should we make this configurable? not necessarily in this pr but we can also follow up with a ticket

Context: our $q/p$ is not valid for $p=0$. The material interaction code was updated to set a minimum momentum threshold (arbitrarily set to 10 MeV). This should be centralized, and the particle stop-aborter updated to recognize this. I guess we could use some agreed on very small sentinel value that the particle stop aborter picks up on, @andiwand?

Start by locating the material interaction code that sets the 10 MeV minimum momentum threshold and the particle stop-aborter that should recognize it. Clarify the agreed threshold or sentinel behavior, centralize that value, and verify that both paths use it consistently.
