[Feature] Allow user to edit profile info and other application details

# Overview

Currently, there is no way for a hacker to edit their application information after it has been submitted.

# Proposal

Allow users to update/edit their application info.
Mockups will likely need to be created

Start by locating where profile and application data is loaded and saved in the TypeScript codebase, including the relevant UI screens and API handlers. Look for existing create/read flows for applications and reuse their validation/auth patterns for an edit/update path. Run the app/test scripts to confirm end-to-end behavior, with done defined as a submitted application being editable and successfully persisted for the user.
