[Chore] Run allusers script on build

# Overview

Currently, `api/creid` must be manually run on `develop` mode to update the `miscellaneous` collection.

# Proposal

Run the script at build time.

# Supplemental Information

`api/creid` is used to update the `allusers` document under the `miscellaneous` collection whenever a registration field is updated manually on the backend.
