[Feature] Add superadmin ability to send emails

# Overview

Organizers need to send emails to hackers, mentors, and volunteers to keep them informed about the hackathon and for other communication purposes.

# Proposal

Add the ability for organizers to send emails to hackers, mentors, volunteers, or everyone. This will be done by super admin accounts only.

Other features:
- Email should have image embeds and file sharing options
- Email should have an option to be scheduled to send at a certain time
- Emails should be editable/deletable before they are sent (if they are in a scheduling queue)
