Linguistic diversity of paper submissions

Along the same lines of https://github.com/acl-org/arr-health/issues/4, could we check for linguistic diversity in paper submissions i.e. how many papers consider and report for languages other than English.

Start by reading issue #4 and inspecting the repository's existing paper-submission health analysis. Determine where submission data and reports are handled, then produce a measure of how many papers consider and report languages other than English; done means the resulting linguistic-diversity check is documented alongside the related analysis.
