Author verification UI

We need a user-friendly way to specify a subset of papers on a page that should be moved to another author page. (Currently these are tedious to handle via the GitHub issue template.)

- The main use case is to move papers from an unverified page to a (new or existing) verified author page.
- Other potential use cases:
* Trigger creation of an unverified page via `disable_name_matching`
* Report errors in author disambiguation (move papers from one verified page to another)

Start with the current GitHub issue template and the initial mockup in #7206 to understand the existing workflow and proposed interaction. Define what the author-page UI must support for selecting papers and completing the listed move, creation, and disambiguation use cases.
