Script to auto-label SIGs for workshops

Write a script to fill gaps in SIG labeling of workshops (should be easy to identify events in a series where only some have the SIG). But there will be exceptions, e.g. *SEM is sometimes but not always endorsed by SIGSEM.

The issue names no file or entry point; start by inspecting workshop series records and their existing SIG labels in the ACL Anthology data. Define how labeling gaps and exceptions such as *SEM/SIGSEM are represented, then validate the script against labeled and exceptional series.
