Outreach to data providers to require ORCIDs

This is a top priority as we transition to the new author representation (#6807) and are dealing with a high level of author name ambiguity. We should provide guidance on what we need and how they can communicate to users for a smooth transition. There will no doubt be questions that arise, e.g. what do when (on SoftConf) coauthors without profiles are added to a paper.

Initial targets:

- [x] ARR (which uses OpenReview)
- [ ] LREC (which uses SoftConf)
- [x] Softconf

Then:

- [x] CL
- [x] TACL
- [x] CoNLL
- [ ] SemEval
- [ ] COLING

etc.

I assume @mjpost will spearhead this and provide updates below?

Read issue #6807 first, then use this issue's checklist to identify the remaining outreach targets—LREC, SemEval, and COLING—and the SoftConf coauthor question. Done means guidance has been prepared and updates or resolutions are recorded for those providers.
