Streamlining author page issues

The [author page issue template](https://github.com/acl-org/acl-anthology/issues/new?template=02-name-correction.yml) is a bit complex and people often use it incorrectly for paper metadata errors.

I wonder if there should be 3 separate templates for the 3 cases (disambiguation, name variant merging, name change). Author pages could have 3 buttons (with split/merge/edit icons). The name variant merging template could include a checkbox: "The name metadata on each individual paper page matches the PDF. (If this is not the case, instead use the "Fix data" button on paper pages. The author pages will be automatically updated to reflect those changes.)"
