How to determine which conferences should be abbreviated with -HLT?

#413 removed HLT as a co-venue for 2007+. The Zotero translator rewrite (https://github.com/zotero/translators/pull/1911) has been assuming that the venues for a publication can be used to determine the abbreviated conference name, e.g. "NAACL-HLT", but now this no longer holds. Is there another way to find out from the paper metadata which conferences are HLT-affiliated?

Start by reading #413 and the Zotero translator rewrite in PR #1911, then compare the publication metadata and venue handling for conferences from 2007 onward. Done should mean establishing and documenting a reliable way to identify HLT-affiliated conferences when determining abbreviated names.
