Ingestion should check for bad last names

See #2858; occasionally we get a "." or "-" as a last name, which indicates a problem. We should check for this.

Read the related issue #2858 first, then trace the ingestion entry point that accepts author last names. Determine how existing ingestion checks report invalid records and clarify whether "." and "-" should be rejected or flagged. Done means those values are consistently detected during ingestion.
