bug: no data in Uydu channel & wrong usage in Service filter

## Bug Definition
Existing `uydu` channel returns no data in requests. Previously it returns the estimated damage status of the building.
With the same reason, we should not use it in the `services` filters. Services filters in the RC version, use the `uydu` channel in every reason request.

Put it altogether:
Issue 1: No data issue in `Uydu` channel
Issue 2: Do not use the `Uydu` channel in Services filters.
