Setting port for database connection and also need to prepare app for deployment using PgSQL

Currently we didn't add the port as parameter for database connection.
Need to add it and prepare for deployment.

No files or tests are named in the issue. Start by locating the PHP database connection configuration/bootstrap code and any deployment scripts or README deployment section, since that is where DB params are read. Add support for a PostgreSQL `port` setting in those paths and preserve existing defaults. Done when the app can connect via a configurable port and deployment docs/config show how to set it for PgSQL.
