Duplicated code fragment in fast/hints.md

In the [Performance hints](https://github.com/abseil/abseil.github.io/blob/master/fast/hints.md?plain=1) article, code fragment seems to be duplicated, the same fragment can be found in the inline with care section and in the reduce template instantiations.

Duplicated fragment can be found from line 3835 to 3848 for the first iteration and from 4044 to 4056 for the second one in the source file [fast/hints.md](https://github.com/abseil/abseil.github.io/blob/master/fast/hints.md?plain=1).

From my understanding and referring myself to the paragraph titles it seems that the first instance is the correct one and that the second is misplaced.
