[cmake] Cannot find libabsl_scoped_set_env.so

### Describe the issue

Attempting to install abseil with cmake results in:

```
CMake Error at build/_deps/protobuf-build/third_party/abseil-cpp/absl/base/cmake_install.cmake:256 (file):
file INSTALL cannot find
"build/_deps/protobuf-build/third_party/abseil-cpp/absl/base/libabsl_scoped_set_env.so.2401.0.0":
No such file or directory.
```

### Steps to reproduce the problem

Build abseil with CMake
Attempt to run `cmake --install` on abseil

### What version of Abseil are you using?

4a2c63365eff8823a5221db86ef490e828306f9d (2401)

### What operating system and version are you using?

Artix Linux Rolling, kernel 6.6.9

Also occurs on macOS 12

### What compiler and version are you using?

gcc 13.2.1

clang 11?

### What build system are you using?

cmake 3.28.1

### Additional context

Done in a CMake FetchContent submodule w/ protobuf, but also appears to happen standalone.
