[Bug]: CMake MSBUILD : error MSB1009: Project file does not exist

### Describe the issue

Using the document to install project https://abseil.io/docs/cpp/quickstart-cmake

```
git clone https://github.com/abseil/abseil-cpp.git
cd abseil-cpp
$ mkdir build && cd build
$ cmake -DABSL_BUILD_TESTING=ON -DABSL_USE_GOOGLETEST_HEAD=ON -DCMAKE_CXX_STANDARD=14 ..
$ cmake --build . --target all
```

error
```
error MSB1009: Project file does not exist
```

Because I use visual studio 2022 command prompt, cmake use the generator `Visual Studio 17 2022`.
I replace `cmake --build . --target all` with `cmake --build . --target ALL_BUILD`.
