Move CI to GitHub Actions

Looks like our Azure pipeline is no longer running. Let's move our CI (including docs deployment) to GitHub Actions.

Look at the existing Azure pipeline configuration to understand the CI steps (build, test, docs deployment). Create a GitHub Actions workflow in .github/workflows/ that replicates these steps. Test the new workflow by pushing a branch and verifying it runs correctly. The issue is done when the Azure pipeline is replaced and the GitHub Actions workflow is active.
