RFC: Moving univers to the packageurl org

As discussed in community calls, I would like to move this univers repo to the packageurl org.
This repo is the reference implementation of VERS in Python, and it only makes sense to move it there now that we have reached some maturity.

Existing committers and contributers will stays as-is once the repo is moved.
